Ban on export of 100% broken rice lifted but...

The Government of India banned the export of 100% broken rice on September 9th last year.
Now that ban has been lifted with some restrictions.
The central government has announced that 100% broken rice can be exported to countries prone to food shortages with the permission of the Indian government in the name of the request of that country's government.
China is waiting to buy 100% broken rice from India. China wants to buy India's 100% broken rice for animal feed and ethanol.
The central government has imposed these restrictions as domestic rice prices are likely to rise if exports are unrestricted.
